Manage the parking space to control traffic in agglomerations

In Switzerland, the transport network is becoming increasingly saturated: at peak times, roads in the catching areas of cities and towns suffer from congestion and trains are often crowded. Managing the parking space can help maintain the good accessibility of the centres, as shown by a recent study by the Federal Office for Territorial Development (ARE). The study includes an examination of the factors to which the persons concerned attach importance in terms of parking space management. Concrete examples serve to deepen relevant methods and possible solutions, as well as to highlight, for different types of agglomerations, the potential offered by parking space management, but also its limits. Parking space management influences individual motorized traffic (TIM), for example by determining locally the number of parking spaces, their location or their commercial management. It is also possible to combine TIM at regional level with P+R installations or multimodal interfaces and to use a guidance system to control the traffic induced by the search for a parking space. The study shows that only approaches that include both road and rail, and take into account specific urban structures, can help solve traffic problems in agglomerations. In urban areas, the Urban Traffic Programme offers an opportunity to jointly develop the transport infrastructure developed by the Confederation, the cantons, cities and municipalities according to their respective competences. This programme and the Confederation's transport sector plan provide a framework within which concrete measures can be developed and implemented. The study on the management of the parking space is the third AER report on "Traffic control in built-up areas". It was preceded by studies on the interfaces between national, regional and local networks in agglomerations and on the effects that structural changes in the urbanised territory have on transport. The AER summarized the main results in the form of a brochure. It also contains a clear overview of the three basic studies and is complemented by thematic fact sheets on the various aspects covered.
